AN-ACC Funding Pricing Update

From July 1st 2023, new an acc aged care funding rates and subsidies will come into effect. We've summarised the key changes below, and provided some downloadable comparison tables to help you understand the differences at a glance.


The Headlines


Base price adjustment

  • New price: $243.10 per NWAU

  • Net increase: $26.30 or 12.13%

    • -$10 (-4.6%) due to the removal of the Basic Daily Fee Supplement

    • +$22.76 (+10.5%) for the Fair Work Commission interim wage increase

    • +$13.54 (+6.2%) for superannuation guarantee increase, inflation and other wage adjustments

New hotelling supplement

  • Price: $10.80 per bed per day

    • $10 from the former Basic Daily Fee Supplement

    • $0.44 for superannuation guarantee increase, inflation and other wage adjustments

    • $0.36 for the Fair Work Commission interim wage increase

    • Essentially, this is the former Basic Daily Fee Supplement paid per bed per day.

24/7 Registered Nurse supplement

  • New price: As outlined in the table below

  • Funding basis: per service

  • Effective from: 1 July 2023

  • Only applicable to service averaging less than 61 residents per day

Leave liabilities provisions grant

  • Funding: $98.7M over 4 years

  • Type: One-off

  • Release timeframe: 2nd half of 2023

  • Intended to support providers meet historical leave liabilities e.g. annual leave, personal leave and long service leave.

AN-ACC Transition Fund

  • Funding: $6M for 2023-2024 financial year.

  • Type: Ongoing

  • Release timeframe: 1 July 2023 to 30 June 2024

  • Intended to support providers with specific characteristics that do not fit into the profile of the current BCT categories.

Purpose

According to the Health Department, these changes are designed to help providers attract and retain staff, and to prepare the residential aged care sector for:

  • the introduction of 24/7 registered nurse responsibility from 1 July 2023, and

  • mandatory care minutes from 1 October 2023.

What to do

Providers must

  • Pass on the funding for wage increase to care workers

  • Report correctly in the quarterly financial report and Aged Care Financial Report
